Berkeley's homeless youth are "quite visible, begging downtown and up by the campus in shaggy packs, sleeping on the pavement," according to the SF Chron.

Rudy would get a cop to shoot one of them, and then blame the shooting on the victim's propensity to aggressively ask for spare change. Rudy would be castrated in the press for gross insensitivity, and then he'd fire his Commissioner of Social Services for not doing more to help the homeless. Then there'd be a major earthquake, and Rudy would help everyone cuz they're homeless, and be written up in Newsweek as America's Mayor.
